15 pulls to start motor

Does anyone know why it would take me 15+ pulls to get my motor to crank? It is a mercury 9.9 1986 or '87 and runs great once it starts. It only happens once, which is the first time I crank, after I have been riding around for a while, I can sit for over an hour and it will crank on the first pull. It started doing this right after I changed out the fuel filter and spark plugs, before this it would crank by at least the 4th pull no problem.

If your pumping the bulb up hard then the primer is not working clean the carb.

Look for an Air leak in your fuel line filter or the primer bulb is not working.
