150 Evinrude; No throttle in reverse

I've got a 1984 150 Evinrude (75th Anniv Edition; Model #:E150ANCRS). Runs fine in forward gear but has almost no throttle in reverse. It "appears" to be a linkage issue as there is almost no travel on the engine end when in reverse. I've checked both ends and nothing seems blatantly wrong or broken although I don't truly know everything that I am looking for. The 1st picture is nuetral; the 2nd is forward @ WOT; the 3rd is reverse @ WOT (WOT by handle on controls anyway). The high idle/start-up lever places the throttle at about the same as in reverse.

Its made like that. Safety issue. Check controls cables adjust correctly.
