what does it mean when you primer bulb pumps up with fuel ,but wont hold pressure while holding?

Fuel system has check valves at pick-up, 2 in primer bulb, in fuel pump, carbs, others. These check valves can leak back some. Hold primer bulb in upright position for best operation. If it leaks back then you may need a new one or clean/flush your entire fuel delivery system to remove trash that may be in the check valves. Good Luck!

Once you pump it up, stop. There is no need to hold it firmly.

could also be a torn diaphragm in your fuel pump(s).
