That is a pressed in wiper/seal. Just take a deep well socket that will fit over the shaft and tap it gently back into place. There are a couple of "O" ring seals inside the trim cylinder that actually seals the hydraulic fluid and pressure.

before tapping down inspect the rubber grommet and bronze scraper ring. make sure both are clean. inspect recess and make sure it is also clean. the bronze rings fits inside the rubber grommet. after tapping back down into place take a punch and mark four small indents to hold it in place. If you do not have ounch then take a hardened concrete nail and sharpen it into a chisel point approx 1/8" wide. rotate your new marks 45 degrees from original and try to copy the original locations and depths. if you punch to hard you chip out aluminum and if you punch too lightly then retaining plug won't stay in.

Is there something you would recommend to clean these items with?
I was thinking brake cleaner but not sure it would play nice with the grommet.

Any spray cleaner will help.
A soft brush(toothbrush) will knock the dirt off.
Then spray with white lithium and every week or so spray with WD or any spray to keep it lubed.
It came loose because it wasn't lubed.It got dry/sticky and popped out.
The tilt ram needs lube too.

I would probably avoid harsh chemicals against the rubber grommet. the retainer usually pops out because galvanic corrosion pushes it from below. The stuff that causes galvanic is the same stuff that makes rubber go hard and crack. Using a harsh chemical might ruin the rubber grommet thing. If you loose the grommet with bronze scraper then the best you can do is an oversize oring ... and your trim piston doesn't stay as straight ... so then your trim piston is more likely to score the cylinder wall when you try to adjust trim angle under throttle.

i would use screen door lubricant (designed for aluminum) and a wire brush. It is common for the tip of piston to mushroom on a big engine. The top 1/8" of piston doesn't make any seal and you may need to file it down a little for the retainer and scraper to lift off.
