Hookes law is OK, but I believe that WISCO the piston people take it a step further and explode a few myths about tension both static and running. If you keep up with engine technology in motor vehicles, you might know that the trend is toward no or as little as possible ring tension when running as a lot of fuel can be saved that way because of a lot less friction which slows the engine also up to 15 %..SEE ARTICLE...http://blog.wiseco.com/standard-ring-tension-is-a-myth
