1955 QD-16 Tiller handle hard to twist.

Both the gears connecting both throttle shafts are in good condition, no missing teeth, but the handle is real hard to twist and hard to get it to WOT. It feels rough and "dry."

What areas need to be greased, or will grease even help?

It is too late for grease. Now you will have to take it apart and clean the corrosion out from around the bushings, then use good waterproof marine grease when reassembling it.

Corrosion forms around the outside of the plastic bushings and squeezes the bushing tight against the shaft. I've fixed tons of them.

Okay i see. I know the one within the tiller is like this, the shaft barely moves through it

Yep, this is very common. About half of the ones I had were like that. A little bit of scraping and you're back in business.
