all i know is if i had outboards in my living room my wife you have the outboards and I both sleeping in the garage.
I have two 57 super sea horses, one runner and the other for parts. If it was me I would remove the recoil starts as you have electric start as they are really not necessary. In an emergency the flywheels are notched so just always carry a starter cord.I don't think its the gearcase, prop spins easy in neutral. And engages in forward and reverse easily, but never know. Certainly could be the starter recoil. The pull handle is missing on that motor, rope could be all tangled in there.
Haven't started pulling anything apart yet, sprayed oil in the cylinders and set them aside in my living room for now. Replacing the floor and transom on the boat is my main focus right now. I'll try to get the recoil off this week to see if that makes a difference.
I will be taking them apart, i just want to get a compression test on them before pulling them all apart to see where they are standingTo be reliable / daily runners , both these motors should be taken apart.
