I would first clean up the head and the block and put it back together to see what compression you have with a new head gasket. A decarb may yet free the rings. The cylinders look fine. The top cylinder is heavily carboned and there may be some carbon under the compression relief valve causing low compression. Also you can see where the gasket has been leaking on both, but more so on the upper. A new head gasket is under 20 dollars and I myself would try that first. The compression relief valves are there when using the pull start feature. There is a flat bar that runs from the recoil to a rod on the head. The bar turns the rod and the rod pushed the springs in opening the relief valves. This gives you lower compression so it is easier to pull start. I have taken mine off as they are easy enough to start for me without the release.
