Does the lower unit shift with it off the motor? A rag wrapped around the shaft and a pair of pliers to grip. See if it shifts easily into all three positions. If so, then your issue is elsewhere. Also, there should be a stop in the shift/throttle linkage to prevent shifting if the throttle is advanced too far.

Not the case my lower unit only had forward and reverse off the motor, I sent the lower unit to a guru and was told no problem with the lower unit, I will be driving up to put it back on and learn what I am doing wrong.

Keep me updated DeepCMark58A.. I don't plan on tearing it apart soon, I might just never fix the reverse problem, I got a paddle for reverse. Fortunately I have a Vintage outboard engine mechanic down the road, I would hate shipping off my lower unit.
I'd rather save the $65 an hour and spend it on 2storke oil and gas..

It's real hard Chinewalker to to get it into Reverse even with a vice grip with the lower unit pulled. I discovered this getting it into Forward before installing it.

When I put the gear into neutral, It will still come out of neutral really easy and jump into forward with the smallest movement. That doesn't seem right!

I'm still working on the 1957 Lone-star Nassau she will go on, I got time to tinker, but I'd rather spend my time on the boat and not the engine.

That is going to be a beauty. I will keep you informed. I do not have a lot of time to tinker I travel for work and have a hobby farm and am in the process of putting up wood for winter. I will let you know what I learn.

Well after putting it back together the 5th time, It goes into reverse now. Not easy, but well enough, I think it will be just fine with cabels installed.
