1958 Evinrude Lark 35hp won't pump water

1958 Evnirude Lark 35HP does not pump water---just spits and sprays. New impeller. Turns clockwise. New head gasket properly torqued:'(. Thermostat works, but also tested with the thermostat out. Water flows down from the thermastat through the lower unit, but nothing moves UP the tubes. Copper tubes in lower unit look fine.

Does anyone have any ideas?

Just spits and sprays??? That's all it is supposed to do. More water when the 'stat opens, but never will be a solid stream. Water returns to the water pump for recirculation when the thermostat is closed. When it is open water goes out the underwater exhaust. Only a portion of it is is what you are seeing out the exhaust relief hole. Thermostat cycles open and closed when motor is warmed up in order to maintain correct temp.

Oops! I think I re-posted the original.
Anyway, the guy who's helping work on it thinks there should be more water at idle than at full throttle. Actually, the more throttle, the more water. Concern is that the head gets really hot when running in the test tank. A little water on the head sizzles. Other than that, the engine is running great. If everything is working right, should the engine be running cooler?
