when you installed the new float, did you flip the top half of your carb upside down and make sure the float was resting just slightly higher on the side without the pin than level (16th of an inch)? The books say it should sit level with the carb, but keeping it a "hair" higher than level will guarantee no leakage... if the float is indeed your issue.
Another way to test the float and needle is to:
Remove your fuel line and empty the bowl of any fuel... then with the carb right side up blow air into the fuel line attachment, you should be able to hear the air flowing into the carb... Now, flip the carb upside down and blow again. The float should drop (or raise if you will) and close the fuel intake and you won't get any air through...
