HI All,
I recently purchased a 1963 Evinrude 28 HP Speeditwin. It is hard to pull the start cord, but when I take the plugs out it pulls really easy. Others have mentioned this is probably a mechanical problem of some sort. Could it be a bad woodruff key? I have attached pictures. I am very new to outboard repair, so any advice you can give would be appreciated. I don't know if that is a normal amount of key or if I need a new one.
