1964 yachtwin wont start

so im kinda stumped, its a 3hp yachtwin i have replaced spark pulgs, wires, coils and installed a carb kit. i have good fuel, spark and compression im not sure what else to do. any ideas.

Does it have good compression? Good spark? What happens it you spray premix directly into the carb? Does it fire? Could be a piece of junk still stuck in the carb somewhere.

could the float have something to do with it. it still has the old cork float and the needle it looks like it may be original, i couldnt find this part so i didnt replace it. I have not tried to do the timing, but im hoping i dont have to, ive never timed an outboard before. any ideas where i can find the float assembly.

nothing happens when i spray fuel in the carb.

If it doesn't fire when you spray gas/oil directly into carb, then you must not have any spark. That could be caused by bad or improperly installed coils or points, or a missing/broken flywheel key (timing). Are the points set to .020"?

i replaced both coils and cleaned and set points to 020 installed new plugs and wires spark was tested with a spark tester. the flywheel key is there and in good shape. so i know im getting spark i tried spraying fuel in the carb a few times it tried to start once but made a popping sound then it didnt try to start after that.
