1965 9,5hp Johnson, throttle issues

I'm not getting full speed when in forward. Does anyone have a parts diagram for the throttle section beside the carb on this motor? Or can anyone tell me how to set the throttle to go faster?

Look down the bore of the carburetor and see if it is opening all the way.----------------Perhaps it is only running on one cylinder.

I put new spark plugs, ran it and they are both black. I don't think the arm inside the motor is being pushed far enough, might be missing a part?

model number please and a picture of linkage at full throttle needs to be in gear not running will work.
