Hello again cb. No worries, the froth is perfectly normal. It's just unburnt fuel/oil mix and exhaust gasses that have mixed with the water. Everything looks pretty good actually. I would get a new impeller just to be safe, however. You can pick one up here at iboats for about $10, many NAP autoparts stores also sell them under the "Sierra" brand. Good to know that O'Reilly's does too. Installing it is pretty much just the reverse of removing it. Take care to properly align and seat the copper tube, shown in the fist picture, with the top of the water pump housing. It can be a little tricky and takes some practice. An extra pair of hands and a flashlight help a lot. Removing the spark plugs will also allow you to freely rotate the flywheel (clockwise only) by hand which will help you realign the drive shaft. Once you've got it all put back together, do another barrel test, in deeper water this time, and see it it will pump as it should. If not, you'll need to drop the LU again and give it another shot. It can take 4-5 tries to get it sometimes, so don't get discouraged. Good luck. Holler if you get stuck.

It looks like I need a new grommet here, but can't even find on iBoats.com. Any ideas?

there's your problem :) You can see that the water uptake tube wasn't seated properly and it bent/crimped the grommet. It's a pretty common problem, that's easily fixed. Yup, looks like part number OMC part #302497 and according to iboats Sierra part #18-3329 Water Tube Grommet - replaces O.E.#302497. I'm going to have to see if my O'Reilly's can get these parts too. That would be sweet.

Ok, so here's an update.

Got the impeller and grommet from O'Reilly Auto Parts this morning. New gasket for the side panel in the mail from iBoats(who knew first class mail was so fast). Did the install of the new parts, took me a few minutes to get everything aligned, but did it without too much of a problem. Reset everything, put it in the tank. Amazingly she pumps water!
Now, the new issue(which seems like all it has done to me from minute one, lol), while running sounded like there was a miss in the motor. Have discovered there is a leak in the fuel line right at the carburetor. I'm sure its from a little bit lack of maintenance in the past as well as Hopefully I can get down to one of the parts stores this afternoon to pick up a new one and give it another go at it.
Here's the video of it pumping water:

And the fuel leak:

Great work cb! It looks like a real motor :) No biggie on the fuel leak. You've got the right idea, some new lines and/or a hose clamp should fix that. It looks like there might be a bit of fuel coming out around the carb bowl gasket too, so you might want to snug the screws up. Otherwise, she looks and sounds good. Here's a link for helping you get the carb dialed in, if you need it. You basically want to dial in the lowest idle you can using both the low speed needle on the carb itself and the idle set screw at the base of the vertical throttle tower. By twisting the carb needle in, you "lean" out the mix and raise the rpm, while basking out the idels set screw retards the timing and lowers the rpms. Don't forget to post some pics of that firebreather out on the water :) I took my little 20 hp (same as your motor) the other day and had a great time on the water just Vroom-vrooming around.

Ok, so this thing has a different size nipple for the pump discharge than the carb intake on the same line? Does this take a specialized hose? I've found that part number available elsewhere online, but really hoping to be able to get it local. If I can just use a standard line and stretch the big end, what size of hose do I need?
Thanks. This is starting to get frustrating. Figuring the next step past this is replacing the lower unit oil supply.
