1967 80 hp evinrude 80793 water pump problems??

Hello everyone i have a 67 80hp evinrude with elecrtic shift and what not. I just picked it up from a guy not far from here for cheap but im having a few problems with it. The first thing i did was plop the motor in a tank and make sure its running good. Surprisingly it does after been sitting for years. Anyway so it ran and whatnot so i took it down to the landing and popped it in the water. The first problem was it would rev like a civ when i didint have it in gear and i hit the throttle. But when i would put a load on it it didint seem to be doing much more then two cylinders, couldint even get it on plane. But i believe i figured that out buy replacing the plugs, cap, and wires. But i really dont know if its fixed cuz i havint put it in the water yet, anyway so then i was running it in the tank and i didint see any water coming out of any oultet from the water pump, and i cannot find that on the internet where that would be, So i started working on that and realized after taking the hoses off the head im not getting any water thought the top. So i took off the lower unit and got to the impeller and it looks great, no rips not soft, and the tubes are unblocked. any ideas anyone??? thanks in advance!

That engine discharges water out the upper exhaust port it's mixed with exhaust and it's sometimes hard to see as it's more like a mist, If your starting it in a bucket make sure the water level is well above the cavitation plate, the water level must be above the waterpump.
