1968 33h Evinrude lower unit oil/water leak

Hello,
I have water getting into the gear case on the lower unit on my motor. I'm going to order the seals for it. Do I have to take the whole lower unit off to fix it or can I just take the lower gear case off and do it from there?

The exploded diagram of the gear case is HERE

#12 is the drive shaft seal so you'll need the unit off completely to replace that, and #19 is the O ring on the shift rod.

But you'll be replacing the water pump impeller at the same time won't you?
