It's normal for that flywheel to become very hot. If the engine charges the battery, the stator is okay. If you have a tachometer and it works, that's another indication that the stator (and rectifier) is okay.
If anyone ever greased the nylon retaining ring on the timer base, therein lies the reason for sticking..... grease collects dirt and grime.... dirt and grime causes items to stick. Remove the timer base, clean thoroughly, grease the brass bearing part of it BUT use only oil on the nylon retaining ring.
Another thing that will cause the timer base to stick is having one of the "L" retaining clamps being a little too tight. You'll need to experiment to find which one it might be..... then either bend it up slightly or instert a thin washer under that clamp to raise it slightly.
After that's corrected, we can try to find the cause to the stalling problem.
