1968 65hp mercury 4cyl

I recently bought an old boat with a 65 mercury 4 cylinder motor. The guy I bought it from thought the starter was fried because the cranked on it trying to start it until it stopped working. I checked the starter and its working properly. Is the problem why it won't turn over enough because something is siezing up? I took plugs out, and pulling with the rope it still pulls very hard almost to the point where it sticks at certain times. I sprayed lube in plug holes and let sit for a couple days and removed exhaust plate to inspect pistons and they look good. Any Ideas?

Drop the lower unit to tell which end is sticking it could be a main bearing or a pinion bearing causing the problem--Bob

Thank you for the advise Bob,I appreciate the advice. The prop spins freely when in nuetral and seems to engage when in gear. Not too familiar with outboard motors,so do you still recomend pulling the lower unit? If I do,what would I look for to find the problem?
