1968 Johnson 6hp can't tilt engine up to stay

Hi folks,
Recently got a nice old 1968 6hp Johnson, when I'm done I like to tilt the engine up, prop out of the water. It has been fine, but now wants to plop back into the water. My transom is a bit on the squishy side allowing a little to and fro, but not too bad.
My old 9.5 required me to stick a chunk of wood under it which I would like to avoid.

Tighten the nut on the pivot pin.-----Trial and error till it stays up in the air.

Embarrassed I didn't try that. But I just did and got it to the point that I felt like it was going to snap.
When I got the engine it was stuck, so I tried to remove the pivot bolt to no avail, but l lubed it and it came around. Now I think the lube has created this issue.
I wonder if adding a washer (or another, not sure if there is one there) would help.

Clean the friction parts on the one side.----That simple set up has worked on these motors for many years.

Under the nut was a brass washer, I added another...didn't help. ICleaned that up, same. I'm just afraid of snapping the pivot bolt. I made a good piece of wood, big dowel with a notch for the release for now.

When tightening the Pivot Pin Nut, undo one of the Transom Clamps
