1969 40 HP Johnson - Engine Siezed after winter storage

Pulled my boat out of storage after winter. I tried to give it a test run today and now I cant pull the starter chord. The engine is seized up. Does anybody have a solution for this? Is the engine toasted?

Can you reach the flywheel to see if it turns?----------Is throttle advanced too far ?

I took the cover off of the engine. The flywheel is visible and it wont turn when I pull the starter cable.

Can you reach under the starter and turn the flywheel?----Can you pull on the starter if you back off the throttle ?----Questions should be answered !
