1970 evinrude 60 HP won't shift

hey i have 1970 evinrude 60 horse electric shift that will not shift. engine runs and it looks to be in great condition.

I was told by the former owner that it was an electrical problem in the lower unit? is this the shift solenoids or could this be in the control box?

thanks for the help, how much will it cost to fix the problem if is with the solenoids?
