1970 evinrude how do i conect throttle cable to engine

How do i clip the throtle cable to the engine so it doesent move. I need a part but i cant find it ? any help or anyone with the same dilema please help

first you need the correct control and cables, pre 1979,

Thank you for you replies i am sorry maybe i didn't word my question correctly i have the throttle cable but i need the piece that holds the end of the throttle cable against the motor so it doesn't move the complete cable.

I am not sure if it is part # 51 because the screw is on top on my motor
