1970 Johnson 9.5 Recoil Starter

I am trying to find out how to reinstall the starter spring on a 1970 Johnson 9.5 model 9R-70C. I had to remove the whole assembly to replace the gasket Part#309696 and can't figure out how to retighten the spring so that the rope winds back up. Do I need to remove the roll pin so that I can tighten the spring? If so how do I remove it because it is extremely tight. Any advice on reinstalling the assembly would be greatly appreciated.

Is the rope in place and is it wound around the spool completely so that the pull handle is against the control panel?​

If so, carefully remove the roll pin and pull the rope handle until the rope is unwound from the spool but still connected.​

Then tie the extended rope around the tiller handle so that it cannot retract.​

Next insert a large screwdriver down into the sleeve and turn the slotted spool exactly 18 turns counterclockwise.​

Re-insert the roll pin and then allow the rope to rewind.​

Any suggestions on how to remove the roll pin? I tried grabbing it with needle nose pliers and pulling it out, but it will not budge.

Use the handles on a small pair of regular pliers to hold the pinion up and then push the roll pin out with something slightly smaller by tapping.

Roll pins are made from flat spring steel, so they are under tension when installed. If you have someone apply a little pressure on the sides of the roll pin it may ease the pressure. If the pin has corroded to the aluminum at all, turning it slightly may break the bond.

You'll need a flat tipped straight punch that is slightly smaller than the roll pin. When you get the spring wound up as described above you can slip that same punch back into the holes to keep the shaft lined up while you carefully drive the roll pin back in place.
