1971 18hp L/U help

I am trying a reseal on a 1971 18. (mod# 181025-EO55410) I pulled the drive shaft seal out and the needle bearings fell out as well, So are these supposed to just fall out ? Its part# 383829 needle bearing but I cannot tell if they are to be held in as a unit, I could not find any type of cage that held in the needles' might it still be inside somewhere?

Those needles are not supposed to fall out. It is a bearing assembly.

If you have all the needles and the bearing sleeve is not damaged, you could put them all back in place with grease if you're lucky. The alternative is to replace the bearing.
