There are tons of threads on this site about the Hydro-Electric shift.
1. It must be full of the correct oil, and no water or grit in the oil.
2. It must be running in order to shift. It is not "Electric Shift", it is "Hydro-Electric" shift. It is shifted by hydraulic pressure provided by an oil pump. If it is not running, the oil pump isn't turning, and there is no oil pressure. The electric portion only works a couple of solenoid-operated oil flow control valves.
3. If it still won't shift, check out the electrical system.
4. If it still won't shift, the problem is in the lower unit.
