Hello I am not familiar with your engine, however I have an idea for cleaning the fuel tank . Take it to a radiator shop,n there they can clean it in ther tank for a few dollars.I have cleaned several tanks for boats and chainsaws, motorcycles.
There is also a white creamy liquid that you can swish around in there to seal it,it will also seal pin hole leaks.

Small amount of fuel and a handful of small nuts ( the sort that screw onto bolts not the sort that grow on trees) and shake.
Small angular stones/ coarse grit instead of nuts perhaps.

The initial mixutre settings and the procedures to adjust them are in the item on carb needle adjustments on the Engine FAQs board http://forums.iboats.com/showthread.php?t=167352

Like Vic says. But I prefer to use rubbing alcohol from the drug store. The rust is probably from somebody leaving stale gas in it, and the alcohol will cut the residue from that. Besides, it isn't so flammable and dangerous. The nuts beat the rust loose. Be sure to remove the filter and plug the hole first. Rinse it out with water when done, then fuel.

The problem is, it will rust again because the tern plating is gone from the inside of the tank. The creamy coating mentioned will fix that. Motorcycle shops often have it. It comes as a kit, which also has stuff for further cleaning and prep before sealing.

Those tanks are no longer available, so now is the time to protect it from more damage.
