What you are experiencing is one of the reasons that the older carbureted two-stroke engines have fallen from favor. Imagine all that oil leaking into lakes and rivers.
However; I wonder how long that tape has been on there? It's been doing a good job of plugging things up...and now that it's finally leaking...it's making things look much worse than they are...because of all the oil that has not had anywhere to go for a long time.
You should also investigate the state of tune of your engine: Is the ignition system functioning correctly? Is the gas/oil mix correct (50:1) with FRESH gas.... Also; if the engine is used for extended periods of trolling that will aggravate the situation.
