1976 25 hp, no spark

I recently purchased this 1976 Evinrude 25 hp motor. It has great compression 140/140, I replaced the fuel lines and new fuel pump. It’s getting good fuel to the carb. I can’t get it to start. I sanded and set the points without luck. I know it has electric start and is missing some parts for that. I tired starting motor with drill and have had no luck.

Some readings I did for my coils. Looks like one doesn’t match the other.

I’m not quite sure where to go from here to get spark besides replacing the coils unless there could be some sort of ground issue?

Tested the driver coil ??-----Are breaker points absolutely clean and set properly ?----Find the reason for the issue.----In 50+ years I have never needed to turn a motor with a drill.-----I do not use the " crank and hope " technique!!

Someone has lost the bolts that hold the recoil in place and the electric starter isn’t working at the time is reason for using the drill. I’m going to try to find bolts for recoil today

Is the driver coil the red coil with what looks like medical tape under the flywheel?

Correct.-----I think it is " hockey stick " tape.----I use a rope on the flywheel to test for spark.

did you put B+12v directly on the starter ?? to confirm it as faulty ??

or do you just have a solenoid/connection/start key issue.

I don’t have a solenoid on the motor, atleast nothing on it I’m seeing looks like one.

Reading for driver coil in ohms. I also rechecked my coils. The one with the crack has a 0 reading from plug boot to ground.
