1977 9.9 HP 10R77A Tiller control gear repair

Just picked up the above motor . I realize that the throttle plate valve in the carb does not open all the way . Upon looking at the mechanisms involved I have come to see that both the Vertical control shaft gear (#109 in the parts diagram) and the Inner control shaft gear (#52 parts diagram) are not in sync correctly. They look new, I guess the PO had replaced them. So not only does the engine run at WOt but does not go down to the lowest idle. It seems the gears (part 52 and part 109) are just one tooth out of sync. Looking at the parts diagram it seems that the steering control shaft (part #53) must be removed in order to change the sync of the gears. Is this correct? What holds them in place? The vertical control shaft seems to be held in place by the control shaft pin (part #107) but what holds the Inner control shaft gear in place?

The throttle does not open all the way unless it is in gear make sure of that before you take the gears off.

Thank you. Yes it is in forward gear ..It is a sync of the gears which appears to be preventing the last little bit of throttle.

I finished it. I had to realign the vertical control shaft gear with the inner control shaft gear. So that I could acheive both WOT and a low idle. PO had replaced them 1 tooth off sync . Was a lot of work but all goood now .
