I recently bought a used boat, I had the clutch dog replaced in the lower unit and resealed. When the boat is out of the water I can put it in forward and reverse with the engine off and turn the prop. I can't get it to slip, as soon as I put the boat in water the prop slowly turns but won't engage completely. The motor rev's up fine. I toook it out of the water and again the prop was solid with the engine off. I started it and put it in forward and the prop turned but I can put my foot on it and stop it with some force. I don't have any problems in reverse. I've checked the shift linkage the height is correct and seems to be okay. What could it be.

Wow!!!!!Man, you scare me to death. You stuck your foot in a running prop? You don't know how lucky you are that you aren't on crutches now. NEVER attempt that again.

The problem is super simple. You have what is called a "spun prop hub". There is a rubber cushion between the propeller and the brass hub inside. The rubber is shot. Either have the prop re-hubbed or buy a new one.

Impossible to say from here. But suggestions are:

Something wrong with the clutch dog installation, or the forward gear is totally worn out where the dog engages it.

Bent or worn out shifter parts in the dearcase.

A broken drive shaft

Stripped-out splines in the crankshaft.

You aren't really getting it into gear (linkage).

A broken shear pin. Nah, you aren't that dumb.
