1977 Evinrude Trim will not hold

I just purchased a 1977 Evinrude motor on a 115 Spitfire boat.

It runs great but the trim will not hold it's position.

Do I need to replace the cylinders, repair them, replace the power trim motor?

First of all check the fluid level and make sure the emergency release valve isn't loose.
