1977 Thunderbolt Choke Troubleshooten

This is a plunger choke design and I have replaced the plunger. After locating the proper wire for the choke, by way of clicking the control box choke button while key switch is on and reading voltage from the required engine wire.
I connected the wire to the choke selonoid and then retried the test. Key on, click choke button...I hear a faint click sound of some sort at the engine when clicking the choke button, but the choke plunger is not moving in either direction. Any ideas what I should do next to locate why the plunger is not reacting to the signal from the control box?

You could have stiff choke linkages, or there is too much resistance in the wiring.

Hook up a multimeter to the terminal on the choke solenoid and press the button. You should be reading very close to the battery voltage.

If the voltage is right and the linkages are free and easy to move, then you may have shorted turns in the solenoid.

first make sure the linkage itself is free,physicaly with your finger move the plunger up and down,if free,with a jumper wire go from 12v to the solenoid itself,if it works then you have a voltage problem...
