1978 25hp carb question

when the cam assembly that opens the carb butterfly is maxed out ,should the carb butterfly only be about 25% open? Seems to me that it should be wide open.help me understand.thanks

butterfly should be horizonal, there is an adjustment on the side of the carb. but, put the motor in forward, because there is a throttle lock, in neutral that does not allow it to the trottle all the way up.

or lock may not be releasing the timing plate.

where the little roller rides on the cam follower is at its highest point it still is only 25% open.dont know if it matters but its a commercial motor.

needs to be ajusted, it is not getting enough air. adjustments circled area
