1978 85hp bogging down

my 1978 Johnson 85hp idles well and at 5mph it runs great
as soon as I open up the throttle it accelerates for a second then bogs down
if I wait a few minutes it will do the same when I apply the throttle but if I don't wait and immediately apply throttle after it bogs it won't accelerate for a second like it does if I wait a few minutes
the motor is new to me it ran great in a barrel and compression is 115 112 116 115
and spark is jumping 7/16
should I start with a carb rebuild?
or any other suggestions

well I started taking the carbs off today
first thing I noticed was the plates that close when you apply the choke were not fully open after I released the choke they were only opening about a 1/4 inch
