1978 Johnson 140hp Carb/Timing adjustment

Forgive me in advance if this is a repeat question, I searched all over for the info and have yet to find it.
I have a 1978 V4 140hp that won't run in the water, runs fine on the hose.
The carb/timing has been fooled around with so much that I don't know where it should be anymore.
Can anyone give me the procedure for link and sync?

Carbs have been removed and cleaned.
Good spark, 125psi across all 4 cylinders

The sync and link procedure is a multi-step process. Hard to describe in a paragraph and without pictures. Best to find an original factory service manual for your engine. If you don't have one, you can get one from outboardbooks.com or Ken Cook Co., in Milwaukee.
