1979 80 HP Timing Question

Can I check and set if needed the pick up and max timing without running the engine. I was thinking I could pull the plugs, and connect timing light to #1 then just use the starter motor? Yes I will put on the water muffs. The instructions say must be in water and running.

You can do it as you have stated. I like to reinstall the plugs into their wires and ground them to the block. Remove the prop so you don't hurt yourself, as it will spin in gear. Jumper the starter solenoid, ign on to test the timing. Flusher device is not necessary.
