1979 chrysler 115 wont go to full throttle

Hello, hers my dilemna, I discovered that the motor would rev higher in reverse and looked to see and noticed the throttle cam was moving much further and thus opening the butterflies in the carbs much further in reverse, when the forward control throttle lever is moved forward it will only go to about horizontal and the motor will only see just above 2000 rpm....i looked and noticed that the tower shaft arm, the linkage that turns when the throttle cables pull it, it also advances the timing...is this clear enough...??
any ways this shaft has down at the bottom of it an arm that is hitting what seems to be a throttle stop...its a tab of aluminum that is bolted in place to do nothing really except stop rotation of the the tower shaft...when i manually accelerate using the dual carb throttle linkage it revs like crazy...so this stop needs to go??...or the tower shaft arm and the throttle cam arent adjusted right???it idles and runs fine...so I dont get it...it seems adjusted right ,just need to move/remove this stop...does anyone know what I am talking about...or do we need pictures...can you look under your cowls and see if something similar is there...my service manual is no help with this.

No, you don't remove the stop, you adjust the cables. There should be equal throw in forward and reverse even though the full throttle is rarely used in reverse. Be certain that the throttle cable is cinched into the clamp AT the groove in the outer sheath ferrule. Be certain that the cables are not reversed in the clamps. If all looks correct there, then remove the control box and verify that 1. The throttle cable is on the forward lever, 2. The forward lever is the pointed one, 3. The forward lever is indeed pointing forward in neutral, and 4. The cable is properly clamped in the swivel clamp.

thanks...did the cables, and extended the little link to the cam, now the cam is moving all the way down and the butterflies are opening...motor revs more quickly , but still wont pull revs higher then 2k and in fact it runs best with the lever taken to full throttle then backed off an inch...thats a sign of bieng lean if i remember from my motorbike days, so now that theres more air through the open butterflies it may need more fuel...is there a wot circuit or jet on these carbs ? i bought the wrong service manual...need to find a clymers..
end result running better but still not there yet

ps the stop was part of the issue < i noticed it moves down when you go into gear...it simply wasnt lowering itself enough to get out of the way of the arm on the tower...so i threaded the stop down a few turns and now the throttle towers arm glides right over it to full throttle position...
