well a distibutor is held to place or locked when it's adjusted for the correct timing not sure if this applies to an outboard...my enigine isn't that old so I would not know, if it moves and effects the motor then it should be secured in place.. what's the model of it this may help..

the pulling to the right is adjusted with the fin by the prop...anytimes if the lower is pulled you have to remove it to gain access to a bolt under it...your fin if adustable should be turned right some mark the placement try it and adjust from there...oh if you pull the lower unit mark the plate to the lower unit with a line to get in place or close..when reinstalling..

In the photo right next to ground wire is a black plastic thing that holds a rod or pin that connects to the silver rod in back and moves when i give it gas ,as for the steering i have adjusted the fin no differance?.

Your photo clearly shows one of the plastic blocks missing from the timing advance tower. Therefore when you advance th throttle, the timing does not advance (distributor does not move.)

Replace the black plastic block that rides on the bent end of the timing tower then adjust timing to 30 degrees before top dead center at wide open throttle.

They are relatively standard parts. Go to boats.net and search. If you can't find one, then try a later Force timing link. It should fit. I also do not see the connecting/adjusting screw. you may need one of those.

If you absolutely can't find one send me a private message and I will send you a couple of photos of those that I have.
