1981 115 mercury fuel power issue

I have a 1981 115 Mercury. When I give it throttle it wants to die. If it doesn’t die it picks up power and runs like a champ. Carburetors have been cleaned and rebuilt. Could this be a fuel pump
Issue. Also has an external fuel pump that works as well.

Open the low speed mixture screws 1/8th turn at a time and test acceleration.-----Open another 1/8th turn as needed.----Likely the bogging / stumbling will disappear.
