1981ish 9.8 Merc

I'm working on a 9.8 mercury and the throttle lever has broken. How do you set the lever correctly? It seems if you set it so the throttle plate closes all the way it won't open all the way. If you set it so it will open all the way, it won't close all the way.

Make sure you're in forward gear, as there is a stop in neutral to prevent over revving.
