My 1982 40 HP Merc hesitates when throttle is pushed forward for take off. I get aggressive with the throttle and open it up all the way and it goese from hesitating to full speed. After it planes I let off the throttle and take it down to low speeds. Can anyone tell me what I can do to the carburator without having to take it apart?

You could run some seafoam/ carb cleaner through via your fuel tanks

If that doesn't work then open your low speed jet(s) a little at a time. You are fuel deprived either from the gas, the fuel system gummed up, or the low speed jet set too lean. When you hit the throttle to get on plane you are asking the engine for maximum output under the worst of conditions and it takes "carbohydrates" (just kidding...BTU's) to do that.
