1982 Chrysler 85hp high idle

I have a Chrysler 85hp outboard(which is a new one to me). With the motor on land or in the water the engine idles high, in gear it is normal. On land with the ears it acts like WOT is the blue line on the throttle arm right before the arm pushes more fuel. In water I have to push the throttle past the blue line before I see a power increase. It also bogs down when I put a tube behind the boat. How do I fix the High idle?

Have you tried adjusting the dile screws in the carbs? I think the manual recommends 1.5 turns

Where is that located? I found the idle screw on the the throttle linkage that touches the power pack, but I have 3 carbs and I'm new to that set up. Will that cause a sync issue?

The adjustment screws on the carbs are NOT for idle speed adjustment. Those adjustment screws are for adjusting air/fuel mixture. To adjust the idle speed there is a screw at the bottom of the shift tower that adjusts in or out and controls idle speed. Idle should be around 1000 RPM's in neutral and about 750-800 RPM's when dropped in forward gear. (These RPM's are in the water, not on muffs etc.)
