1982 Evinrude 25 hp - bogs down once in a while

My 1982 Evinrude 25 hp starts well and usually runs well. Sometimes, when I go to throttle-up from slow speed, it does not respond and stays at slow speed. Eventually, it begins to slowly creep-up and get the boat up on plane and usually then functions normally. This does not happen all the time, just once in a while. It happened today after an extended time at slow speed in a long No-Wake zone. The carb was rebuilt last year and has been winterized properly. Has fresh fuel, bulb is always firm. Otherwise, runs strong - starts on 1st pull and so on. Any ideas what is going on in the carb/fuel system that would cause this intermittant problem? Any insight would be welcome.

next time out and it does it, try squeezing the bulb, or hitting the choke , if it responds, points to a fuel problem. if it dies or gets worse it says it's flooding at low speeds (too rich)

I'll do the choke when I'm on the water tomorrow. I did try squeezing the bulb today and there was no response at all - bulb was firm and nothing really happened.

If it points to flooding at low speeds, should I just back the fuel mixture knob back a small amount?

Have not run any OMC engine tuner for a while - think that that would have any impact?
