1982 Johnson 50 HP not starting

I've got a 1982 Johnson 50hp that won't start. About 120 psi in each cylinder I have spark but very little and it won't start don't even sound like it wants to start so I started to look into it and I don't have a power pack on it at all the previous owner removed the motor from the boat but cut every wire in the process . But like I said I still have a bit of spark any ideas on what I should do

Need pictures.----Maybe the powerhead is a 1990 model.------No way to have spark if powerpack is gone.

Double check the serial, If you don't have a power pack you don't have an 82 (From what I know at least, but I'm no professional, just have 1 year newer than yours)
