1983 evinride 140 hp bogging problems

my 140 evinrude runs good on land at idle ..when revving the motor by hand if i try to revv it up slowly it gets to a certain point and then starts bogging and missing and it stalls out.. but when revving it fast it runs fine and and goes back to idle with no problems... the carbs were ripped apart cleaned and rebuilt last year ... ... thanks in advance

Did you remove all the jets and visually inspect them for debris inside?

Also make sure the timing assembly is advancing with the throttle.If it sticks that will give you the same kinds of symptoms.You'll see when the throttle goes forward there is a second assembly that is supposed to move with it.You will see a rod that connects to the timing base under the flywheel.With the motor off advance to full throttle and see if the timing base advances.It should move freely forward with the throttle.
