1983 Mercruiser 120 problem

Hello, i been fighting to get my 120 going, Engine has low hours ,I tuned it plugs wires cap rotor, Then rebuilt carb abd ulktrasonic cleaned the thing also. Now when its running two probs, Firstly on the timing mark on engine. It shows befor and after marks on small metal timing plate but only reads up to 4 degrees?? I thought it should be timed at 8 degrees before top dead centre> I have it running OK when it starts,. Also it seems the fuel pumps not keeping up??/ If i fill the carb manually it performs and also starts a lot better. Noew I disconnected the throttle linkage so I can manually move the carb throttle for sdtarting this works well. NOW when i reconnect it its a bugger to start since the cxcontrol wont let me throttle up from the helm.How do you test fuel pump and ?? also when i put in gear it dies also. Any advicxce guys. Sorry bout all the questions im anxious to get the old girl out for a cruise Thanx Mike

I belive the throttle issue is you cant throttle up when starting in nuetral,grab the shift controll by the bottom part and wiggle/pull out on it. it should come out about 1/2 inch or so,thats nuetral for cold start.Unless yours has the button on the bottom you would push that in and move the throttle fwd.Sounds like you have a stiff shift cable also,its cutting out the cutout switch on the motor,read the stickys in the adult section and you will see how that works,
