1983 Suzuki 85hp power problem

I just purchased a 1983 tidecraft with an 85hp Suzuki in it, cleaned the carbs, replaced the plugs and got it sounding good, but when I got in the water, it wouldn't even break 8 mph. It idles smooth runs through the rpms fine and revs what sounds to be full throttle. I have never owned or worked on an outboard, but know my way around an engine. I know it is running a little on the rich side, but I would think this motor would at least push 30mph with a light 16 footer. The only thing I can think of without knowing much about the drive system, is if it was slipping. The boat will only rev, but will not engage reverse. Is that a possibility with outboards? If it is in forward gear and the engine revs to full throttle and the boat moves only at 8 mph, the prop hub is bad and the prop is slipping. With the engine off put the control lever in forward. Disconnect the battery. Grab the prop blades with both hands and see if the the blades spins on the hub. The inner hub has a rubber like material outside of it that should turn with the prop.

checked that and it doesn't spin on the hub. I have 120lbs on 1 and 2, and 90lbs on 3. The number 1 plug looks brand new like it isn't firing, but i tested it and it has just as strong of spark as the other two. All 3 carbs have a good intake pull. Any ideas?
