1984 150 Steering

I just got a new to me boat. It's a 84 Switzercraft with a Mercury 150 Black Max with oil injection. I bought it as a fix up so I have some issues with it. First question is does anyone know if the mercury steering has some kind of steering lock on it? The motor is smack dead center and it won't move either way. The steering wheel is also locked solid. Any ideas?

Some early models had a thumbscrew at the bottom of the steering head but the chances are your steering cable is stuck and will have to be changed.

Yup, best way to figure out where the problem is, is to disconnect the steering cable from the motor and see which one is frozen. If you can manually turn the motor after you disconnect the cable, and the steering wheel does not turn, then the cable is frozen. If you cannot turn the motor, but can turn the steering wheel (and the cable moves in and out freely), then the motor is frozen.
