1984 75hp outboard can't crank

I cannot seem to start my motor. I have been lurking and using the search feature to find suggestions. I polished the terminals and inspected the connections of the battery cables. I checked voltage of battery and at starter. It will only engage the fly wheel, turn it a quarter turn or half turn and quit. Like it doesn't have the power to turn it over. I pulled the plugs and it turns over fine and starter runs just as expected. Put the plugs back in and same old thing. I connected it to truck battery with 660CCA still slow then quit. Plugs out, it wizzes like expected. This motor was just inspected and "tuned up" prior to purchase. I have number of mechanic and he says it is ready to go. Man who sold it to me is lifelong neighbor and said it was always smooth starting. It has run in the last 8months so what the heck did I do to it? And more importantly where can I go from here?

Open up the starter motor and check things out. Clean parts back to shiny metal. Of course replace too short brushes.

i agree with foodfisher check out that starter i just went through the same thing but mine ended up being bad connections.

Got her going! Not sure what I did different. I just jiggled the battery cables again and did some more scrubbing. I think I should upgrade to 4guage from the factory 6g.
